Who decides a UDRP case?

A single independent panelist, usually a lawyer appointed by the provider, decides most UDRP cases. UDRP Rule 7 requires every panelist to be impartial and independent, and to disclose any conflict. Either side can request a three-member panel, which costs more and is normally split between the parties, unless the respondent has defaulted, in which case the complainant pays it.
